and digital assets to the extent allowed by the Oregon Constitution. The State Treasurer shall establish procedures by administrative rule to pay the rightful owner proceeds received from securities or digital assets that were sold before the owner filed a claim to recover such securities or digital assets. (6) An owner shall not have recourse against the State Treasurer or a holder to recover any gain in value that occurs after the liquidation of property under subsection (4) of this section. (7) The State Treasurer shall sell all real property delivered to the State Treasurer by escheat through any reasonable commercial methods the State Treasurer considers advisable and shall deposit the proceeds from the sale into the Unclaimed Property and Estates Fund in the manner provided in ORS 98.386. (8) The purchaser at a sale conducted by the State Treasurer pursuant to this section shall receive title to the property purchased, free from all claims of the owner or prior holder of the property and of all persons claiming through or under them.
