Application of chapter to interstate and foreign commerce.
This chapter applies to interstate
and foreign commerce, except insofar as it may be in conflict with the
provisions of the Constitution and the laws of the United States. Nothing in
this chapter exempts a person from federal motor carrier safety regulations
