Winter
recreation parking permit; rules; fees.
A winter recreation parking permit is a vehicle
permit that is issued as evidence of a grant of authority to park a vehicle in
a winter recreation parking location established under ORS 810.170 without
violation of ORS 811.590. The Department of Transportation shall establish a
program for the issuance of winter recreation parking permits under this
section. The program established by the department shall comply with all of the
following:
(1) The
department shall adopt rules necessary for the issuance and administration of
winter recreation parking permits. The rules shall be adopted under ORS chapter
183.
(2) The
department shall include all of the following in the rules adopted under this
section:
(a) The type of
permit.
(b) The manner in
which the permit is to be issued.
(c) The manner of
displaying the permit on a vehicle.
(d) Procedures
for issuance of permits by persons appointed by the department.
(3) Vehicle
permits issued under this section shall be transferable from vehicle to
vehicle.
(4) The fees for
issuance of winter recreation parking permits are as provided under ORS
