Adoption of policies and procedures prior to forfeiture.
A law enforcement agency, as
defined in ORS 136.595, may not seize a vehicle for forfeiture under ORS
131.602 (137) or (138) or 809.740, unless the agency has adopted policies and
procedures for seizure, including policies relating to when a police officer
may seize a motor vehicle for forfeiture under ORS 131.602 (137) or (138) or
