Meetings; rules; quorum; executive committee.
(1) The board shall hold at least one regular meeting
in each month on a day to be fixed by it, and may hold special meetings as
provided by the rules of the board. At all regular and special meetings a
majority of the commissioners then members of the board constitutes a quorum.
(2) The board may
create an executive committee of which every commissioner shall be a member and
of which a number less than a majority, as the board may determine, may
constitute a quorum for the transaction of business. The committee may hold its
meetings under such rules as the board may prescribe. However, the executive
committee has no power except as a committee and only as expressly conferred
upon it by the rules of the board. In no event shall the committee exercise the
general powers of the board. The board has no power to appoint or delegate any
part of its power or authority to any committee except the executive committee.
