shall not exceed two percent of the utility’s gross intrastate revenue from the sale of telecommunications services for the year preceding the year in which the violation occurred. (5) An order of the commission under this section is subject to judicial review in the manner provided by ORS 756.610. (6) The Court of Appeals shall give proceedings brought before the court under this section priority over all other matters before the court.
