Procedure when shipment articles can be treated.
When, in the judgment of the
inspector, all or part of a shipment can be treated to exterminate the plant
pests or diseases, the owner or responsible agents of the owner shall be so
notified. The notice shall include the exact method and materials to be used,
and provide that all treatments shall be given under direct supervision of an
authorized inspector and shall be done at the expense of the owner or the party
who authorized such treatment or both.
