Approval of vouchers required before withdrawing money from State Treasury.
All moneys drawn from the State
Treasury by the State Department of Agriculture shall be drawn only after the
approval of vouchers by the Director of Agriculture or by some person in the
department authorized by the director to approve such vouchers, which
authorization shall be in writing and filed with the Secretary of State.
