Electronic materials not subject to public records law.
Except as the Secretary of State
provides by rule, the following are not public records for the purposes of ORS
192.311 to 192.478:
(1) Electronic
data processing programs of the office; and
(2) Electronic
media used to record, process or store documents filed with the office under
