fishing and shellfish taking days.
Notwithstanding
ORS 497.075, 497.121 and 497.132, the State Fish and Wildlife Commission may
issue, up to four times each year, an order that authorizes individuals to
angle for fish or take shellfish in the waters of this state without the
licenses or tags, or without the licenses and tags otherwise required by law,
