Billing for energy conservation measures.
(1) Except as provided in subsection (2) of this
section, the Public Utility Commission may require as part of an investor-owned
utility residential energy conservation program that, for dwelling owners with
approved credit, the utility add to the periodic utility bill for the
owner-occupied dwelling for which energy conservation measures have been
provided pursuant to ORS 469.631 to 469.645 an amount agreed to between the
dwelling owner and the investor-owned utility.
(2) The
commission shall allow an investor-owned utility to charge or bill a dwelling
owner separately from the periodic utility bill for energy conservation
measures provided pursuant to ORS 469.631 to 469.645 if that utility wishes to
