to 469.619 and 469.992 or rules adopted thereunder, the records and property of persons within this state who have applied for permits under ORS 469.605. (3) The director shall provide for: (a) The inspection of each highway route controlled shipment prior to or upon entry of the shipment into this state or at the point of origin for the transportation of highway route controlled shipments within the state; and (b) Inspection of a representative sample of shipments containing material required to bear a radioactive placard as specified by federal regulations.
