Restriction on city or county refusal to issue building permit. (1) A city or county shall not refuse to issue or otherwise deny a building permit, development permit, plumbing permit, electrical permit or other similar permit to any person applying for the permit solely because the applicant has contracted for the performance of services by a contractor, subcontractor, supplier or other person who is subject to the business license tax of the city or county and has failed to pay the tax when due. (2) As used in this section, “business license tax” has the meaning given that term in ORS 701.015. [1987 c.581 §6] (Full or Partial Transfer of Administration and Enforcement Responsibilities)
