Inspection of completed construction; certificate of satisfactory completion;
appeal from denial or revocation of certificate.
(1) Upon completing the
construction for which a permit has been issued under ORS 454.655, the permit
holder shall notify the Department of Environmental Quality. The department may
at its own election inspect the construction to determine if it complies with
the rules of the Environmental Quality Commission. For that construction
inspected by the department, the department shall issue a certificate of
satisfactory completion to the permit holder unless the construction does not
comply with such rules. If the construction does not comply with such rules,
the department shall notify the permit holder and shall require satisfactory
completion before issuing the certificate. Failure to meet the requirements for
satisfactory completion within a reasonable time constitutes a violation of ORS
