Consolidation of proceedings regarding isolation or quarantine. Upon receiving multiple petitions under ORS 433.123, 433.133 or 433.142, to promote the fair and efficient operation of justice and having given due regard to the rights of affected persons, the severity of the threat to the public health, and the availability of necessary witnesses and evidence, a court may order the consolidation of the proceedings when: (1) The number of persons involved or to be affected is so large that individual participation is rendered impracticable; (2) There are questions of law or fact common to the individual petitions or rights to be determined; (3) The group petitioner rights to be determined are typical of the affected persons’ petitions or rights; and (4) The entire group will be adequately represented in the consolidation.
