System
requirements.
A
family- or client-centered service system must be a system that:
(1) Insures
active participation of clients in service planning, decision making and
service delivery;
(2) Empowers
direct service workers to gain access to a broad continuum of services and
flexible funding to meet the needs of individuals and families served;
(3) Pools funds
of multiple service delivery agencies;
(4) Generates
policies for program planning and implementation at the community level rather
than mandating policies at the state level; and
(5) Supports and
enhances family harmony with the goal of preserving the health and integrity of
