Department cooperation with federal government in research and training personnel. In addition to its other powers, the Department of Human Services may: (1) Enter into agreements with, join with or accept grants from, the federal government for cooperative research and demonstration projects for public welfare purposes, including, but not limited to, any project which: (a) Relates to the prevention and reduction of dependency. (b) Aids in effecting coordination of planning between private and public welfare agencies of the state. (c) Improves the administration and effectiveness of programs carried on or assisted by the department. (2) With the cooperation and the financial assistance of the federal government, train personnel employed or preparing for employment in the department. The training may be carried out in any manner, including but not limited to: (a) Directly by the department. (b) Indirectly through grants to public or other nonprofit institutions of learning or through grants of fellowships. (c) Any other manner for which federal aid in support of the training is available. (3) Subject to the allotment system provided for in ORS 291.234 to 291.260, expend the sums required to be expended for the programs and projects described in subsections (1) and (2) of this section.
