City
or county authorized to incur obligations for emergency services; county
determination of emergency.
In carrying out the provisions of this chapter, counties or cities may enter
into contracts and incur obligations necessary to mitigate, prepare for,
respond to or recover from an emergency or major disaster. A county shall
