or any other law, the Department of Transportation, and each and all of the public bodies or agencies mentioned in ORS 384.305, may make and enter into agreements with: (1) The Government of the United States or any of its agencies. (2) Any adjoining state, its county, municipality, port or other political subdivisions or agencies. (3) Any persons, associations, corporations, domestic or foreign.
