General provisions. (1) ORS 381.702 to 381.755 must be liberally construed to effectuate the purposes of the commission, and the powers and authority granted to the commission under ORS 381.702 to 381.755 are supplemental to all other powers and authorities granted to municipal corporations under the applicable laws described under ORS 381.745. (2) A legal challenge to the formation of a commission intended to be authorized or created under ORS 381.702 to 381.755 may not be commenced more than 30 days after the effective date of a commission formation agreement.
