Petition for formation of district; contents. A petition for the formation of a district, in addition to other matters required, shall set forth: (1) The number of owners of property abutting the highway within the proposed district. (2) The estimated initial cost of the acquisition and installation of the lighting equipment and the easements or permits necessary to carry out the purposes of the proposed district. (3) The estimated annual cost of maintenance and operation. (4) Further information as appropriate to fully inform the public of the plan of illumination of the highway.
