Budgetary items in funding request; allocation of funds; certification of
revenue sufficiency.
(1) The Higher Education Coordinating Commission is authorized to:
(a) Request, as
part of the funding request under ORS 350.090, appropriations for budgetary
items, including but not limited to education and general operations, statewide
public services, state funded debt service, capital improvements, deferred
maintenance, special initiatives and investments or any other purpose listed
under ORS 350.075 (3)(e);
(b) Allocate
moneys, from funds appropriated to the commission and other available moneys,
to public universities listed in ORS 352.002; and
(c) Request, as
part of the funding request relating to duties authorized under ORS 660.300 to
660.420, appropriations for budgetary items, including but not limited to
workforce development and coordination of the state workforce development
system.
(2) The
commission shall certify to the Legislative Assembly, in any funding request
pursuant to subsection (1)(a) of this section for state bonds under Article
XI-F(1) of the Oregon Constitution for the benefit of a public university
listed in ORS 352.002, its evaluation of the revenue sufficiency, as defined in
ORS 286A.830, of the public university that will receive the proceeds of any
Article XI-F(1) bonds approved by the Legislative Assembly. [Formerly 351.054;
