Gifts for rehabilitation purposes. The Department of Human Services may receive and accept such gifts, donations and other funds from either public or private sources as may be offered unconditionally or under such conditions as in the judgment of the department are proper and consistent with the provisions of ORS 344.511 to 344.690 and
