Career and Technical Student Organization Grant Program; rules. (1) The Career and Technical Student Organization Grant Program is established within the Department of Education. (2) The department shall award grants each fiscal year to: (a) School districts for the purpose of funding career and technical student organizations that have been approved by the department; and (b) Nonprofit entities that support career and technical student organizations that have been approved by the department. (3)(a) Grants received under this section must be used for expenses associated with participation in career and technical student organizations. (b) Grants received by a school district under this section may be used to provide: (A) Administrative support to schools who participate in career and technical student organizations; and (B) Additional compensation and professional development to teachers who are advisors for career and technical student organizations or who otherwise contribute to career and technical student organizations. (4) Any school district may apply for a grant under this section. When awarding grants to a school district under this section, the department may give priority to school districts that are new participants in one or more career and technical student organizations. (5) The State Board of Education may adopt any rules necessary for the implementation of this section. (6) The department may pay the expenses incurred by the department in administering this section out of moneys that are available to the department for purposes of awarding grants under this section. For each fiscal year, the department may spend on administrative expenses an amount that does not exceed five percent of the total amount of moneys available to the department during the fiscal year for purposes of awarding grants under this section.
