School
district liability for expense of noneducational care.
School districts are not
financially responsible for noneducational care of a child with a disability
unless that district has participated in development of the childs
individualized education program that clearly documents that the care is
prerequisite to the child receiving a free and appropriate education and the
placement is for educational program needs, rather than care needs. [Formerly
