warrant procedure.
(1) As used in this section, school district obligation includes salaries of
district employees and other regularly contracted services.
(2) Except as
provided in ORS 328.445 (2), warrants in payment of school district obligations
shall be issued only when there are insufficient funds to pay the warrant and
shall be indorsed not paid for want of funds. Warrants may be issued at the
end of each school month, if necessary. School warrants shall not be issued
without a vote of the district school board. They must be signed by the
chairperson of the board and countersigned by the district clerk. If the chairperson
is absent or unable to execute the warrants, the board may authorize any member
of the board to act as chairperson in executing the warrants.
(3) Unless the
district school board has designated a lower rate of interest, which rate must
appear on the face of the warrants, warrants indorsed not paid for want of
funds shall draw the legal rate of interest from date of indorsement until
paid.
(4) Funds
becoming available for payment of warrants indorsed not paid for want of funds
shall be applied in payment in the order in which the warrants were so
