uniform as practicable to provide amounts:

(c) To provide
amounts necessary to repay indebtedness, and the interest thereon, incurred to
construct, improve, repair, equip and furnish buildings, structures and other
projects for state government.

Department of Administrative Services shall negotiate with the Department of
Transportation and other state agencies who own, operate or control state
buildings to determine a fair rental rate when such facilities are to be used
by other than the owning agency.
