Governor to solicit recommendations for director in metropolitan statistical
area with population over 400,000.
Before appointing a director to the board of a district situated in a
metropolitan statistical area with a population exceeding 400,000, the Governor
shall solicit from each city and county located wholly or partly within the
subdistrict for which the appointment will be made recommendations of qualified
