Limitations on payments and contributions.
Nothing in ORS 237.350 to 237.380 authorizes the city
to budget, provide for payments or collect contributions to fund retirement
benefits for an individual who is not in the employment of the city at the time
of the creation of a membership status under a retirement plan. [Formerly
