Statute Text
Rules
on councils granting franchise or payment of money.
No ordinance or resolution
granting any franchise for any purpose shall be passed by the council on the
day of its introduction nor within five days thereafter, nor at any other than
a regular meeting. No resolution or order for the payment of money shall be
passed at any other time than at a regular meeting. No such ordinance,
resolution or order shall have any validity, unless passed by the votes of at
least three councillors. In case all the councillors are present and equally
divided upon any question, the mayor shall have the deciding vote. [Amended by
