Constitutionality. - Enumeration of error charging that O.C.G.A. § 40-6-181 is unconstitutional was without merit. Getz v. State, 251 Ga. 462 , 306 S.E.2d 918 (1983). Statute authorizes quasi-legislative activity. - O.C.G.A. §§ 40-6-181 and 40-6-182 are laws which plainly authorize the Georgia Department of Transportation to exercise the quasi-legislative function of adopting rules (i.e., establishing speed limits on state highways) which carry the maximum speed limit law into effect and provide detail for it.
