L. 2001, p. 294, § 1, not codified by the General Assembly, provides: "The General Assembly finds and declares as follows: "(1) Military service of citizens of this state in the armed forces of the United States has been and will remain a critical contribution to the national defense; "(2) The United States Selective Service System plays a crucial role in ensuring that the nation can rapidly call up citizens for military duty in time of need; "(3) Certain persons are required by federal law to register with the United States Selective Service System; "(4) Significant and detrimental consequences impose...
