It is the policy of the Department that all prisoners being transported will be securely restrained, except where special situations exist. All restraints will be applied in a manner consistent with accepted police practices and emphasis will be place on minimizing the physical discomfort of the person being restrained while maintaining officer safety. B. At the discretion of the arresting and/or transporting Officer, more than one type of agency approved restraint may be used for the safety of the officer and the person being transported. C. No unauthorized restraining devices will be utilized by members of the Winter Garden Police Department. 56.3 DEFINITIONS: Department or Agency – The Winter Garden Police Department as used in this policy.
