WINDERMERE POLICE DEPARTMENT GENERAL ORDER This order consists of the following: 1. Purpose 2. Policy 3. Procedures 1. Purpose The purpose of this policy is to provide guidance in the development and implementation of operational plans for pre -planned events, including but not limited to, special events, public demonstrations, crime prevention and crime suppression details. It also provides guidance for the completion of After Action Reports (AAR) . 2. Policy It is the policy of the Windermere Police Department to establish and promulgate operational plans that are National Incident Management System (NIMS) compliant for pre-planned events exceeding the scope of normal operations to facilitate effective and efficient law enforcement response and provide direction to agency members. It is the policy of the agency to complete After Action Reports to summarize and analyze operations. 3. Procedures A. An Operational Plan is required in the following circumstances: 1. A pre -planned event or crime control detail that exceeds the scope of normal operations. A pre -planned special or crime control detail that involves the assistance of external agency resources. An Operational Plan does not replace the need to implement mutual aid when required. B. An Operational Plan will contain an Executive Summary and Operational Details Section. An Operational Plan template is located in a sub -folder under this General Order in PowerDMS. The following logistical r equirements should be considered and detailed in the Operational Plan as applicable: 1. Statement of problem 2. Strategic and tactical objectives 3. Estimate of traffic problems, to include contingency plans for direction and control 4. Anticipated crime projections 5. Crowd estimate and crowd control issues 6. Coordination inside and outside the agency with c oncurrent jurisdiction support agreements 7. Proposed budget 8. Special units needed 9. Event chain of command for all units depl oyed 10. Anticipated staffing and equipment 11. Designation of a single person or position as the supervisor/coordinator for the coverage of the event 12. Any other logistical requirements, as determined necessary for the specific event, that are not explicitly identified in this policy. C. For complex on -going incidents , the Chief of Police should consider the use of ICS forms to document Incident Acti on Plans for specific operational periods, to document resources used and to document activities. Wh en used, ICS forms will supplement the Operational Plan. D. Approval 6.19 , Page 3 1. Operational Plans may be prepared by any member of the agency and reviewed by the Deputy Chief. 2. The Chief of Police approves all Operational Plans. 3. If the operation changes in scope, duration of operation, or resources, an addendum to the Operational Plan will be completed. The addendum will be approved at the same level as the original Operational Plan. E. Briefing All levels of an Operational Plan will require a briefing prior to the operation. When practical, all personnel shall attend the briefing. Large scale operations may require a briefing with representatives from outside resources. F. After Action Rep ort 1. The AAR is used to provide feedback to the agency and participating units or components on their performance of the tasks identified as important during the planning process. It also evaluates achievement of the selected incident objectives and dem onstration of the overall capabilities being validated. 2. An After Action Report is required at the conclusion of each operation. 3. The Incident Commander is responsible for the completion of the AAR, and may request supporting documentation from subordi nate levels of command involved in the operation. 4. The AAR will require the same level of approval as the Operational Plan. 5. An AAR template is located in a sub -folder under this General Order in PowerDMS. ________________________ Chief David A.
