1. Purpose
The purpose of this policy is to verify all new officers hired by the agency are trained to
perform their duties in a professional and competent manner.
2. Policy
It is the policy of the Windermere Police Department to utilize an extensive Field Training
and Evaluation Program (FTEP) to prepare sworn personnel with the skills necessary to
perform their assigned duties. The teaching of needed skills will be accomplished through
required training upon successful completion from a law enforcement academy and
continuing throughout the career of the officer.
3. Definitions
A. CJSTC – Florida Department of Law Enforcement, Division on Criminal Justice
Standards and Training Commission .
B. Daily Observation Report (DOR) – The report used by the field training officer to
evaluate the trainee’s day-to-day performance.
C. Field Training and Evaluation Program Manual – The curriculum a field training
officer uses to plan out daily training strategies and document specified training
has been successfully completed. Effective Date: January 9, 2024 Rescinds

D. Field Training and Evaluation Progr am Coordinator – A Sergeant or Officer 3
assigned by the Chief to oversee the responsibilities of the FTEP, and who is
responsible for the operations and administration of the program, trainee
schedules, assigning field training officers, and maintaining and updating the Field
Training Program manual .
E. Trainee – A newly sworn officer of the Windermere Police Department, assigned
to the Field Training and Evaluation Program.
F. Agency Training Coordinator – The Sergeant who directly oversees and is
responsible for coordinating all in -service training, advanced and specialized
training, and represents the Windermere Police Department in liaison with CJSTC
law enforcement training centers.
4. Procedures
A. Structure of Command [10.07M -(C)]
1. The Command Staff shall have oversight with the direction of the field
training personnel.
2. Field Training and Evaluation Program Coordinator [10.07M -(C)]
a. The FTEP Coordinator shall have administrative oversight of the
Field Training and Evaluation Program .
b. The FTEP Coordinator will be selected by the Command Staff and
be responsible for the signing of Phase I DORs , maintaining contact
with FTOs and scheduling meetings as needed , assist ing in the
scheduling of trainees throughout Phase One , keep ing Command
Staff apprised of prog ress of trainees, and complet ing an end of
period DOR for each Training Period. These period DORs will be
sent up the chain of command, and the FTEP Coordinator shall
write and complete extension plans when necessary.
c. Field Training Officer s (FTO) – Responsibilities of the Field Training
Officer include participating in the basic recruit training, instructing
and training of new hires, objective evaluation of trainee
performance, testing of trainees to ensure retention and progress,
notifying the FTEP Coordinator of problems or deficiencies with a
trainee, acting as a role model for trainees, and serving as a leader
and limited supervisor. [10.07M -(D)]

B. Qualifications for Field Training Officer s [10.07M -(A)]
The following guidelines are the minimum agency requirements for an officer
requesting to be a Field Training Officer:
1. Successfully complete the CJSTCs Field Training Officer’s Course for Law
Enforcement Officers. [10.07M -(B)]
2. A minimum of three years of service with the Windermere Police
Department or at least two years of service with the Windermere Police
Department and at least one year of service with a previous law
enforcement agency.
3. No formal discipline within the past year resulting in the los s of pay or
benefits. A verbal or written reprimand involving behaviors indicative of
professionalism may be considered.
4. No discipline within the previous twelve months for Unsatisfactory
Performance, Courtesy and Respect, Conformance to laws, or Beh avior and
Language.
5. Recommendation by the officer’s chain of command.
6. Received at least “Satisfactory” evaluations for the previous two years.
7. Possess a good attitude and willingness to train and work with trainees .
8. The Chief of Police can make exceptions to the FTO qualifications.
C. Probationary Officer Training
1. The Windermere Police Department requires all newly hired officers to
complete the Florida Basic Recruit Training Program, or its equivalent, in
accordance with CJSTC requirements prior to any routine assignment in any
capacity in which the officer is allowed to carry a firearm or is in position to
make an arrest.
2. Probationary officers in training are prohibited from engaging in extra duty
details while partici pating in the field training program , unless approved by
the Chief.
3. The trainee participates in a training program that is made up of the
following:

a. Basic Recruit Training - Consisting of two weeks of instruction
designed to familiarize the trainee with the agency.
