WINDERMERE POLICE DEPARTMENT GENERAL ORDER This order consists of the following: 1. Purpose 2. Policy 3. Definitions 4. Procedures 1. Purpose The purpose of this policy is to provide guidelines for the hiring, training, duties, and compensation of reserve law enforcement officers. 2. Policy It is the policy of the Windermere Police Department to have a unit of reserve police officers with the ability to supplement the staffing of full -time officers and assist in the responsibilities of law enforcement in the Town of Windermere. 3. Definitions A. Field Training and Evaluation Program (FTEP) – A departmentally approved training program designed to familiarize new officers with the necessary elements of law enforcement duties. B. Field Training Officer – An officer who has completed the Criminal Justice Standards and Training Commission (CJSTC) Field Training Officer course, and is authorized by the Chief of Police to act in the capacity of a training officer in the Field Training and Evaluation Program. C. Reserve Officer – A person appointed by the Chief of Police who serves on part - time basis, with or without compensation, who is vested with authority to bear arms and make arrests, and whose primary responsibility is the d etection and Effective Date: October 7, 2022  Rescinds Amends 19.1 ( December 20,2019 ) Number: 19.1 SUBJECT : Reserve Program Print Date: 10/07/22 Distribution: All Personnel Review Month: October 19.1 , Page 2 prevention of crime or the enforcement of the laws of the state. For the purposes of the written directions of the Windermere Police Department, the terms reserve officer and part -time officer are interchangeable. D. Administrative Reserve Offi cer – A reserve officer with limited duties and responsibilities as set forth by the Chief of Police via a Memo of Understanding (MOU). E. Solo Status – The designation of any officer who has completed Phase One of the departmentally approved FTEP and is aut horized to work patrol and off -duty law enforcement details without the supervision of another officer. Members who have prior law enforcement experience and have completed a modified FTEP commensurate with their experience, training, and certific ations m ay be approved by the Chief of Police for solo status. F. Off-duty Employment – Any employment outside of a member’s regularly scheduled duties that is conditioned on the actual or potential use of law enforcement powers by the member. The member shall prov ide a written memorandum detailing the job duties to the Chief of Police for approval. G. Secondary Employment – Any employment outside of a member’s regularly scheduled duties that is not conditioned on the actual or potential use of law enforcement powers by the member. The member shall provide a written memorandum detailing the job duties to the Chief of Police for approval. 4. Procedures A. Authority and Rights [2.08M] 1. Administrative Control a. The Reserve Unit will be under the supervision of a Reserve Coordinator . No patrol supervisor shall use reserve officers for any purpose without prior approval of command staff via the Reserve Coordinator . Prior approval can be waived in the event of an emergency. b. The authority and responsibility of the respective reserve ranks may be commensurate wit h equivalent full -time officer ranks, except that reserves do not have command authority over full-time officers regardless of rank. 19.1 , Page 3 2. Authority [2.08M] a. A reserve officer has police authority as allowed by Florida State Statute and is subject to the same written directives as full-time officers. This includes, but is not limited to, carrying of off-duty weapons and the use of police department equipment. How ever, a reserve officer who has not achieved solo status shall be under the direct supervision of the full -time officer with whom he / she is assigned. b. Reserve officers are not permitted to work patrol except under the direct supervision of a full -time officer, unless they have achieved solo status. c. A reserve officer who is not on solo status may be allowed to work alone on assignment at the discretion of the Chief of Police or Deputy Chief. B. Duties and Responsibilities 1. Duties Reserve officers are assigned to assist full -time members both in the day - to-day delivery of law enforcement services and for emergencies. Additionally, reserve officers assist with special events or details, along with administrat ive duties as assigned by the Reserve Coordinator . 2. Responsibilities a. Reserve officers shall attend any scheduled employee meetings for the reserve unit and are subject to disciplinary procedures for missing meetings without prior authorization from the Reserve Coordinator . Reserve officers shall attend these meetings to obtain current agency information and training, which may be needed to maintain their certification, unless excused by the Reserve Coordinator . b. Reserve officers shall provid e a minimum of twenty (20) hours per month. This includes, but is not limited, to twelve (12) hours of patrol, and four (4) hours of administrative duties (e.g., telephone/email correspondence, information sharing Intelligence bulletins, crime updates, et c.). Note: Any patrol hours worked beyond the minimum monthly requirement must receive prior approval from the Reserve Coordinator . 19.1 , Page 4
