WINDERMERE POLICE DEPARTMENT GENERAL ORDER Effective Date: November 6, 2025  Rescinds  Amends 16.1 (October 1, 2025) Number: 16.1 SUBJECT: Training Print Date: 11/06/25 Distribution: All Personnel Review Month: October This order consists of the following: 1. Purpose 2. Policy 3. Definitions 4. Procedures 1. Purpose The purpose of this policy is to update and improve the skills of agency members through a variety of training processes as well as establish standards for agency instructors, consistency in training programs and proper documentation of instructor certific ation. 2. Policy Consistent with the requirements set by the Florida Criminal Justice Standards and Training Commission, the Windermere Police Department will train personnel in new skills and programs in order to raise the overall effectiveness of the agency. 3. Definitions A. In-Service Training - Training beyond and in addition to recruit training, which may include periodic retraining or refresher training, specialized training, career development, promotional training, advanced training, and roll -call training. B. Firearms Training - A course that includes weapons familiarization and mandatory annual firearms qualifications on an agency approved course. 16.1, Page 2 C. Mandatory Training - Training required by Federal or State Guidelines and/or the agency. D. Squad Level Training - Training designed to update and improve the skills of agency members through short, informal sessions of instruction prior to or at the close of the work shift. Squad level training may be used to supplement other training and should be structured to achieve its objectives within a 10 - 20 minute period. E. Specialized Training - A course of instruction focusing on a specialty or area of study which will enhance the professionalism of agency members. F. Advanced Training - Training designed to impart higher level skills to participants. G. Remedial Training - Personalized training to correct a specific deficiency. H. In-Service Sign -In Form - Establishes a system of documentation of training provided to agency personnel and e nsures accurate and standardized recordkeeping which can be readily retrieved. I. Training Coordinator - Agency member responsible for the overall management of the training provided to its members. 4. Procedures A. In-Service Training 1. The In -Service Tr aining Program shall be designed, revised, scheduled, and documented by the instructor and approved by the Training Coordinator. The curriculum will be rev iewed annually by the Training Coordinator and forwarded to the Chief of Police to reflect existing and future needs of the agency. Job descriptions , if applicable, will also be used in the development of curricula for agency training programs. Members will be required to make up any training missed due to excused or unexcused absences. Members may be excused from training for the following reasons: a. Illness b. Court appearance/deposition c. By order of his/her supervisor 16.1, Page 3 d. Family emergency 2. All sworn members shall receive in -service training in the following areas: a. Mandatory training classes as mandated by CJSTC b. Firearms proficiency training will be conducted annually, with members who are authorized to carry firearms . Proficiency training may include, but is not limited to, drawing from the holster, conducting malf unction drills, support -hand shooting, moving to cover or concealment, dry -fire drills, and firearms qualifications. [10.10M(a)] c. All sworn members will have to prove qualification annually with firearms they are authorized to carry in accordance with CJSTC Rule. [10.10M(b)] d. Annual refresher training on the Agency’s Use of Force policy and at least one mandatory training topic on use of force as required by CJSTC . [4.02M(b)] e. Electronic Control Device (ECD) training annually in accordance with Florida Statute. [ 10.20M] f. Less -lethal weapon (for weapons other than the Electronic Control Device) training shall be conducted on a biennial basis. [4.06M(c)] g. In accordance with Florida Statute 1 12.1815, sworn members will receive mental health awareness, prevention, mitigation, and treatment training to include Post -Traumatic Stress Disorder. [10.16M] h. First -aid refresher training will be conducted on a periodic basis utilizing the American Heart Association’s Basic Life Support curriculum. [10.13M] i. New members shall receive ins truction in Accreditation Standards and Process Overview. [10.03M] 3. Firearms Training 16.1, Page 4 At a minimum, there shall be one approved firearms course scheduled annually by the Training Coordinator or his/her designee. Members are encouraged to utilize agency practice ammunition on a monthly basis to improve shooting skills. 4. Mandatory Training Mandatory Training shall be utilized to certify agency personnel in areas included but not limited to, federal and state guidelines and agency policy. All members will attend applicable mandatory training as directed. a. All new members will complete the agency’s Field Training and Evaluation Program (FTEP). b. All sworn personnel will receive annual recertification in firearms and also in areas designate d by state and/or local mandates. The following training will be provided on an as needed basis. 1. Revisions to policies and procedures, with emphasis on changes .
