1. Purpose
The purpose of this policy is to provide radio use guidelines for all personnel, including
procedures for the use of the mobile computer terminals.
2. Policy
It shall be the policy of the Windermere Police Department to ensure agency personnel
are in compliance with the proper procedures for radio communications as outlined by
the Winter Garden Police Department’s General Order 66, Radio & MCT Protocol .
3. Definitions
A. 10-33 Traffic – An emergency situation in which officers should cease all radio
traffic except those involved in the emergency.
B. Disposition Codes – When a Computer Aided Dispatch (CAD) incident (call) is
closed, specific codes are required to complete the in cident. These codes indicate
the officer’s findings and end result o f an inciden t. The Complaint Type of an
incident tells the officer what the incident is init ially thought to be based on
information available (this determines priority and response level) but when the

officer finishes an incident the officer places the d isposition codes on the call that
indicate the official outcome of a received call for service
C. BOLO – A broadcast over all primary t alkgroups advising agency personnel to be
on the lookout for described persons or things specified in the broadcast.
D. BOLO Authority/Responsibility – The unit or agency who requests a BOLO be
issued to coincide with the written report.
E. Case Number – A number assigned to any call for service indicating a report will
be written.
F. CAD Event Number – A num ber assigned to every call for service, allowing for
complete documentation of all calls for service.
G. Communications – Winter Garden Police Department’s police dispatch center.
H. Complaint Operator – The Telecommunicator that is responsible for answering the
911 and non -emergency lines and enters the caller’s information into the CAD
system in order for a unit/officer to be dispatched.
I. Dispatcher – The Telecommunicator that is responsible for dispatching a call for
service and tracking the sta tus of the fiel d units/officers.
J. FCIC – Florida Crime Information Center based in Tallahassee that networks
statewide law enforcement information on persons, vehicle , and articles.
k. Language Translation Lines – A service provided to assist personnel w ith the
translation to various foreign languages.
l. Metro Talkgroups – Talkgroups available on the county radio system, shared with
all Orange County agencies and specified surrounding counties (Lake, Seminole,
Polk and Osceola) , that allow patching capab ility for Orange County mutual aid
responses while in Orange County.
m. Minimum Traffic – Only radio transmissions necessary to complete the law
enforcement mission are allowed. Radio traffic shall be kept as brief as possible.
Miscellaneous communicatio n shall not occur.
n. Missing Person – Any person whose temporary or permanent residence is in, or is
believed to be in Florida, whose location has not been determined, and who is
being reported missing to a law enforcement agency.
o. Missing Adult – A mis sing person who is 18 years of age or older.
p. Missing Child – A missing person who is under the age of 18 years.

q. Mobile – A radio mounted in any agency vehicle capable of inter -agency and
mutual aid communications.
r. Mobile Computer Terminal (MCT) – A computer capable of wireless
communication with agency computer systems.
s. NCIC – National Crime Information Center that networks with all states.
(Interfaced via FCIC).
t. Patching – A feature in the radio consoles which allows users on different
talkgroups or systems to be patched for seamless communications. It does not
provide radio coverage to a field user beyond the range of the County radio
system.
u. Phase 2 or Phase Two – A location determined by utilizing the GPS data of cell
phones.
w. Portable – A hand -held radio capable of inter -agency and mutual aid
communications.
x. Primary Talkgroup – A talkgroup designated for uniform patrol operations and
serviced by a dispatcher.
y. Secondary Talkgroup – A talkgroup designated for conti nued operations resulting
from a dispatched call.
4. Procedures
A. Training
1. Winter Garden Police Communications is responsible for the police
dispatching services for the Windermere Police Department.
2. Communications has complete access to local, state, and federal
information systems. All members who utilize these systems shall comply
with FCIC/NCIC regulations.
3. All operational aspects shall be in acco rdance with FCC procedures and
requirements.
4. Communications is a limited access facility /building and is c ontrolled by
either Communications personnel or electroni c card access. The building’s
perimeter is also controlled by electronic card access, with the exterior

area being monitored by closed circuit television. Cards are issued only to
those personnel having authority to enter the facility unescorted.
