III. INTERVIEW ROOM PROCEDURE: A. Officers will notify Dispatch Operations when they are in the station with a detainee, suspect, and/or prisoners. B. The only designated interview rooms are in the Criminal Investigations Division and the Special Investigations Division. C. Prior to entering the interview room, the detainee is searched and all personal property is taken from the detainee prior to them being placed into the interview room, including, but not limited to: 1. Matches, lighters, tobacco products, gum, etc. 2. Belts, shoes, outerwear (coat, windbreaker, etc.) 3. Any other loose items in the detainee’s pockets. D. The arresting and/or transporting officer is responsible for safeguarding the prisoner/ detainee’s property from loss or destruction. E. The arresting/transporting officer will complete the inventory list on the label of the detainee’s property bag, place the detainee’s property inside and seal the bag. 1. Property that does not fit in the bag will be documented on the label and kept with the bag. 2. The detainee will sign the label acknowledging the property was removed for safe keeping. 3. When the detainee is combative and or it would not be safe to remove the handcuffs, the detainee need not sign the label. The detainee’s demeanor will be noted on the label. F. The property will be returned to the detainee if he or she is released from the Police Station. 1. Tobacco products will not be returned to juveniles. 2. When the detainee is transferred to another agency, the property will be turned over to the transporting officer. 3. The transporting officer will conduct an inventory of the contents of the detainee’s property bag with the transporting officer before custody is relinquished. The transporting officer will turn the detainee’s property over to the receiving facility personnel, and verify all property turned over to the receiving agency listed on the prisoner’s property bag. 5. When there are any discrepancies, the transporting officer will obtain a copy of the receiving agency’s inventory sheet and retain the detainee property bag. The transporting officer will immediately notify his or her supervisor of the discrepancy. G. It is the responsibility of the arresting and/or transporting officer to ensure the holding room is searched for weapons, contraband and damaged equipment before and after each interviewee/detainee/prisoner is secured inside or removed from the interview room. 1. The appropriate Shift or Division Commander will be notified of any damage or bio hazard in the interview room. The building maintenance supervisor will be notified for any repairs or decontamination. H. Any strip searches will be conducted in accordance with FSS 901.211. 1. Having the arrested person remove or rearrange some or all of his or her clothing so as to permit visual or manual inspection of the genitals, buttocks, breasts in the case of a female, or undergarments of such person is considered a strip search. 2. To perform a strip search, a supervisor must give a written authorization in a supplemental report.
