CHAPTER EFFECTIVE DATE REVISED PAGE NUMBER personnel charged with the enforcement of traffic laws and assisting the public with related traffic matters SCOPE: This directive is applicable to all sworn personnel of this department. POLICY: It is the policy of the Village of Key Biscayne Police Department to enforce state and local traffic laws in a uniform manner without regard to race, religion, sex, age, or economic status. PROCEDURE: A. Relationship with the Violator: 1. Officers shall be mindful of the following considerations: a. Officer(s) shall be certain of their observations prior to taking enforcement action. (1) If an officer is not certain that he/she will issue a warning or citation, then he/she should refrain from making a traffic contact. b. Officers shall be prepared, having forms and equipment readily available. (1) This is necessary both from a safety standpoint as well as the fact that preparedness lends to a professional image. 2. Officers shall greet violators with appropriate title in a courteous manner. 3. Officers shall explain the violation and required action to the traffic violator. 4. During conversation and observation of the violator, the officer shall check for signs of: a. Physical impairment (to include fatigue). b. Emotional distress. c. Alcohol and/or drug abuse.
