POLICE DEPARTMENT CHAPTER EL PORTAL 38 PLA VILLAGE OF EL PORTAL POLICE DEPARTMENT DEPARTMENTAL ORDERS EFFECTIVE DATE 5/1/2018 REVISED CHIEF OF POLICE RONNIE HUFNAGEL TITLE: COMPUTER ACCESS AND INTERNET USAGE PURPOSE: SCOPE: POLICY: To establish guidelines concerning the proper use of department information systems, intranet, Internet connection, and Criminal Justice Information Services (CJIS). This order applies to all El Portal Police Department members. To ensure effective and lawful use of police department information systems, intranet, Internet connection, and Criminal Justice Information Services. To ensure that access and use of CJIS is in conformance with CJIS User Agreements and other applicable user agreements. PROCEDURE: A. COMPUTER UTILIZATION AND SECURITY: 1. 2. 3. 4. 5. Department information systems, intranet, Internet connection, and Criminal Justice Information Services shall only be accessed and utilized by authorized department members for official police department business. The use of department information systems, intranet, Internet connection and Criminal Justice Information Services is a privilege and not a right. Therefore, their use can be revoked at any time at the discretion of the appropriate Section Command Staff Member. Computer usage and activity, including email and messaging, is subject to be monitored, audited, and recorded at any time. It may also be public record. Use of the system indicates consent to monitoring and recording. Department information systems are configured to ensure that only authorized personnel can add, change, or remove component devices, network connections, and remove or alter programs. Department information systems are configured to prevent multiple concurrent active sessions for one user identification for all applications including those applications accessing Criminal Justice Information. 1 } POLICE DEPARTMENT CHAPTER EL PORTAL 38 FLA VILLAGE OF EL PORTAL POLICE DEPARTMENT DEPARTMENTAL ORDERS EFFECTIVE DATE 5/1/2018 REVISED CHIEF OF POLICE RONNIE HUFNAGEL TITLE: COMPUTER ACCESS AND INTERNET USAGE 6. All department members accessing department computer systems shall utilize a separate and distinct password. Passwords shall: a. Be a minimum length of eight (8) characters. b. Not be a dictionary word or proper name. C. Not be the same as the User ID. d. Expire within a maximum of 90 calendar days. e. Not be identical to the previous twelve (12) passwords. f. Passwords shall not be shared with anyone. 7. 8. 9. 10. 11. 12. Department members are responsible for the security of issued computers, peripherals and their passwords. The loss or theft of any department computer or peripheral shall be immediately reported to a supervisor. The Chief of Police will also be informed. While logged into the department computer system, a user shall be responsible for all activity that occurs on the system while logged in as that specific user. When leaving a computer unattended, users shall lock or log off the workstation. Except as authorized by the Chief of Police or designee for investigative purposes, department members shall not view, upload, download, store, print, or distribute obscene, pornographic, or sexually explicit material, or any material with rude, inflammatory, threatening, or disrespectful language. All work product accomplished using department information systems is the property of the El Portal Police Department. Department members shall not remove the record copy of any information from department information systems without prior approval of the Chief of Police or designee. Users are responsible for the security and integrity of data obtained through department information systems that has been saved to portable media devices or storage media. Users shall power off all computers and peripherals at the end of each workday. Unit as mission critical shall not be powered off. Damage to any computer or peripheral shall be immediately reported to a supervisor, and the Chief of police. The Chief will reported it to the I.T. Help Desk. Those department members whose computers or peripherals have been damaged or rendered inoperable due to neglect or misuse shall be subject to disciplinary action, including the cost of repair or replacement. Violations of any part of this policy may result in the loss of access to department information systems, intranet, and Internet connection, and disciplinary action up to and including termination. Additionally, unauthorized use of Criminal Justice Information Services could result in criminal and/or civil penalties. The Command Staff Member responsible for the Information Technology Unit will direct a member of the Information Technology Unit to conduct an annual audit of all access passwords for the computerized central records system as well as any access violations.
