POLICY 128.0CRITICAL INCIDENT NOTIFICATION REVISED: 11 /2011 Revised: 4/2019RELATED POLICIES: Review and Revised by Chief David Magnusson 4/2019 A.PURPOSE The purpose of this policy is to provide guidelines for notification and call-outs of key personnel in critical incidents. B.POLICY It is the policy of the El Portal Police Department to notify key personnel in the event of critical incidents involving Department Personnel or other incidents as defined in this policy. C.NOTIFICATION PROCEDURE The on scene supervisor will evaluate and determine if the next level of supervision shall be notified. The on scene supervisor may make the notification. Each specific incident will determine who receives notification(s) and/or call out to the scene when necessary. D.INCIDENTS REQUIRING NOTIFICATIONS 1.Deadly Force In all incidents involving the use of deadly force by a Department Member, the on scene supervisor shall notify the following personnel: a.Chief of Police or his/her designee b.Miami Dade Police Department Homicide c.PBA Representative d.City Legal Advisor 2.Fleeing Vehicles Resulting In Injury Or Death In all incidents involving a fleeing vehicle, which results in injury or death to a Department Member or any other person, the on scene supervisor shall notify the following personnel: Page 1 of 3 a.Chief of Police or his/her designee b.Miami Dade Police Traffic Homicide Investigator c.Miami Dade Police Homicide Sergeant d.PBA Representative or President e.City Legal Advisor 3.SWAT Call Outs a.Chief of Police or his/her designee b.Miami Dade Police SRT 4.Life Threatening Injuries or Deaths of Civilians In major incidents involving life threatening injuries or death of civilians, the on scene supervisor shall notify the following personnel: a.Chief of Police or his/her designee b.Miami Dade Police Homicide 5.Death or Serious Injury to Department Members Incidents involving death or serious injury to any Department Member whether service related or non-service related, the on scene supervisor shall notify the following personnel: a.Chief of Police or his/her designee b.Miami Dade Police Traffic Homicide Investigator (if required) c.PBA Representative d.City Legal Advisor 6.High Profile Incidents In incidents involving hostage/barricaded subjects, large disturbances, plane or train crashes, traffic fatalities, environmental and natural disasters, the on scene supervisor shall notify the following personnel: a.Chief of Police or his/her designee b. Miami-Dade Police Department Hostage Negotiations Page 2 of 3 7.Community Sensitive Incidents Any incident or situation which has the potential to affect the sensitivities of various constituents and groups of the community, the on scene supervisor shall notify the following personnel: a. Chief of Police or his/her designee 8.Media Attention Incidents, which seem to attract unusual media attention, the on scene supervisor shall instruct Communications to notify the following personnel: a.
