CHIEF'S PREFACE
The very nature of the police profession requires that officers have the ability to make immediate
judgments in a variety of situations. However, there always exists a potential for error and abuse,
requiring the need for formal procedures to encourage a uniformity of response.
The procedures in this manual are designed to instill a high degree of public trust in the police,
as well as provide fair and reasonable standards of conduct for police officers and department
employees. This manual includes procedures, requirements, and general information for the
assistance and guidance of the members of this department.
Standards of conduct are positive ethical goals that are basic and fundamental elements of an
effective professional organization. It is the responsibility of each member to become familiar
with the contents of this manual and to use it as a guide and reference. As laws, procedures,
technologies, and methodologies change, the manual will remain a living document and will
change accordingly.
I offer this comprehensive manual to the members of the Ventura County Community College
District Police Department and am confident they will find it a useful guide for their daily operations.

MISSION STATEMENT
Our mission is to provide a safe and secure campus environment for our students, faculty, staff and
visitors, as well as to protect the facilities, property and assets of the Ventura County Community
College District. We strive to provide a peaceful learning environment in which research, education
and public service can grow.
