University of California, San Francisco Police Department General Orders 8.2 Communications: Operations 8.2.16 Tactical Dispatching Plans (Revised: 8/20/21 ) A. The ECC will maintain a copy of the UCSF Emergency Response Management Plan. Tactical dispatch plans available to dispatchers include, but are not limited to: 1. UCSF Police Communications Training Manual 2. General Orders 4.5.20, “Supervisory Notifications and Response to Incident Scenes,” 4.6.14, “Notifications of Next of Kin of Deceased, Seriously Injured or Seriously Ill Person,” 4.6.15, “Notification of Proper Authority in Specific and/or Emergency Situations” and 10.1.11, “Animal Extremist Demonstration.” 3. UCSF Major Incidents binder B. In the event the ECC needs to be evacuated: 1. 9-1-1 calls can be transferred to the SFDEM by call ing the SFDEM supervisor and requesting that the “alternate switch” be activated 2. Cellular phones can be used to maintain communication with Command Staff 3. A dispatcher will be sent to the SFDEM to handle 9 -1-1 calls if the evacuation is extended. CAD can be accessed on a laptop or networked computer. Dispatchers will utilize mobile or portable radios for radio communication C. Emergency Radio Procedures 1. Standard radio procedures are to be utilized in emergency situations. Radio traffi c on Channel One may be restricted or moved to Channel Two if needed. 2. The Watch Commander may restrict types of calls handled by the Police Department in an emergency situation. 3 Dispatch is responsible for keeping the Watch Commander abreast of pendi ng calls. 4. The Watch Commander is responsible for deciding when to resume normal operations and shall notify Dispatch accordingly. D. Emergency Alert and Recall 1. The Watch Commander may initiate an emergency alert and recall of personnel to provide additional staffing for a disaster, civil disturbance, etc. This shall be done consistent with General Order s 1.8.7 “Providing Available Aid” and 7.1.5 “Emergency Mobilization.”
