University of California, San Francisco Police Department General Orders 5.10 Traffic Crash Investigations: Crash Reporting and Investigation 5.10.2 Crash Scene Responsibilities (Issued: 6/25/07) The first officer(s) arriving at a traffic crash scene shall have the following responsibilities: 1. Administ er emergency first aid and CPR 2. Determine the need for, and summon ad ditional resources or personnel 3. Protect and secure the crash scene 4. Establish safe t raffic pattern around the scene 5. Identify and preserve evidence 6. Locate, identify and interview dr ivers, passengers and witnesses 7. Record crash information 8. Expedite the removal from the roadway of vehicles, persons and debris.
