University of California, San Francisco Police Department General Orders 5.3 Legal Process: Criminal Process 5.3.3 Warrant Service in Foreign Jurisdictions (Revised: 3/14/25 ) Arrests expected to occur outside of the City and County of San Francisco shall require notification of and coordination with the local law enforcement agenc y and entry of plans into the RISSafe event de -confliction system . Officers shall comply with Penal Code §§ 821 ( felony offense arrest procedure) and 822 (arrest for misdemeanor offense) as it relates to booking prisoners outside of the county. Generally, members of the Investigation s Unit will be the only personnel serving and/or organizing warrant service in an out-of-jurisdiction are a. Investigations Unit personnel will enter any planned warrant service into RISSafe in advance of the operation (see General Order 7.1.11, “Inter -jurisdictional Information Sharing and Homeland Security Activities” ).
