University of California, San Francisco Police Department General Orders 4.20 Prisoner Transportation: Special Transport Situations 4.20.4 Restraints on Disabled Prisoners (Issued: 6/25/07) The safety of the prisoner and the officer must be considered when transporting a physically or mentally disabled individual. It should never be assumed that restraining devices are not required on a disabled prisoner. General Order 4.20.2, “Transporting Disabled Prisoners” further describes the use of safety restraints when transporting disabled prisoners.
