4.15 Traffic Law Enforcement
4.15.17 Parking Enforcement (Revised: 7/18/23 )
The purpose of parking enforcement is to ensure the availability of safe parking by enforcement
of state statutes and local parking ordinances and through community education.
A. Citations
An officer may issue a citation whenever a parking violation is observed. Cancellation of
a parking citation can be handled as follows:
1. If an error is made in writing a citation or if citations are damaged due to
accidental exposure to rain, moisture, etc., they may be administratively voided
by the officer .
2. The c itation s will be turned in to the Property and Evidence Technicians to be
logged , in accordance with the procedure outlined in General Order 8.5.10 ,
“Traffic Citation Records. ”
B. Off-campus Parking Citations
Officers shall use City and County of San Francisco (SFMTA -UCPD) citations , issued to
UCPD , on City and County of San Francisco (City) streets and citations provided by
other jurisdictions in those jurisdictions .
1. City and County of San Francisco citations shall be used for driveway violations
adjacent to City streets.
2. Citation books for other jurisdictions (e.g. , San Mateo) shall be used similarly.
C. Completed parking citations will be turned into the Property and Evidence Technicians
for processing.
D. When a n individual contests a City and County of San Francisco parking c itation, he/she
shall be referred to the SFMTA. If an individual contests a citation issued for another
jurisdiction , he/she shall be referred to the appropriate agency in that jurisdiction .
E. Employees shall not issue a citation not provided by the jurisdiction in which it is issued .
For example, City and County of San Francisco citations shall not be used in the County
of San Mateo and vice versa. Refer to bullet B above.
F. On-campus Parking Citations
1. Officers sh ould use UCSF Parking citations for violations on University property.
2. City and County of San Francisco citations may be used at on -campus locations if
factors meet California Vehicle Code laws and the location is for public use.
G. Officers shall forward completed UCSF Parking citations to the Property and Evidence
Technici ans. The Property and Evidence Technicians shall ensure that all parking
citations are delivered to the appropriate agencies/departments in a timely manner during
business hours ( holidays excluded).

H. If an individual states he/she wishes to contest a UCSF Parking citation, he/she shall be
referred to UCSF Parking and Transportation Services. (Information on how to ap peal a
UCSF Parking citation is printed on the back of the issued copy .)
I. When Parking and Transportation Services receives a contested UCSF Parking citation
issued by the UCSF Police Department, a designee from Parking and Transportation
Services and the Second Watch Commander will conduct the first-level review. The
reviewers shall: (1) examine the circumstances surrounding the issuance of the citation
and the individual’s written appeal statement and (2) determine whether the citation will
be rescinded or stand. Parking and Transportation Services will notify the individual of
the results and rescind the c itation or coordinate a second -level review if reques ted.
J. If a second -level review is requested, the Director of Parking and Transportation Services
and the FSD Lieutenant will conduct the review. They will review the individual’s
written appeal statement and determine whether the citation will be rescinded or stand.
Parking and Transportation Services will notify the individual of the results of the
second -level appeal and rescind the citation or coordinate a third -level appeal to civil
court , as appropriate .
K. An officer issuing a citation may void the citation prior to it s being issued. Once a
citation has been issued and placed on the vehicle , it shall not be voided or changed by
anyone , including the issuing employee , except as outlined in Section A of this General
Order.
L. The Property and Evidence Technicians are responsible for issuing new citation books to
personnel upon request.
M. Every City and County of San Francisco and UCSF Parking citation book will be given a
book number by the Property and Evidence Technician s. Each citation book issued shall
be logged into the R MS. The entry will list the book type, beginning ticket number,
ending ticket number, officer the book was issued to and date issued.
N. When citations are received from officers, the ECC will complet e the applicable
information in the RMS for tracking purposes.
O. The SFMTA and the UCSF Parking and Transportation Services will forward accounting
sheets displaying corroborating information for citation reimbursement to the UCSF
Police Department. The information will be reviewed by the Department ’s Business
Manager for reconciliation of funds.
