4.12 Unusual Occurrences: Operations
4.12.1 Mass Arrest Provisions (Revised: 2/16/17)
Although alternatives to mass arrests should be thoroughly explored by the Watch Commander,
contingency plans are made in the event such an action becomes necessary to facilitate the
restoration of community safety and order.
A. Persons arrested will be removed as soon as possible from the scene to a designated
holding area for initial processing and to await transportation to jail or a temporary
detention area.
1. Juveniles will be held in an area separate from adults and shall not be transported
to temporary detention areas with adults.
B. Prior to being escort ed to the holding area, persons (adults) arrested will be photograp hed
using a Polaroid or digital -style camera with the arresting officer and identified if
possible. The following information will be noted on the charging information sheet:
1. Date and time
2. Defendant’s name, date of birth and social security number , if known
3. Location of arrest
4. Offense charged
5. Arresting officer ’s badge number
6. Case number .
C. Juveniles charged with a felony or a misdemeanor crime against a person shall be
photographed and fingerprinted
D. The PIO will be called in to coordinate and p rovide information to members of the news
media regarding the incident.
E. During the police operation at the scene, an officer or staff member will be assigned to
photograph and/or videotape the incident. Consideration should be given to videotaping
the participants for possible future use as evidence in subsequent court proceedings.
During the police operation, one officer will be assigned to the collection and marking of
evidence and maintaining an incident log.
