University of California, San Francisco Police Department General Orders 1 4.8 Police Office Custody of Mentally Ill Persons 4.8 Peace Officer Custody of Mentally Ill Persons (Issued 6/25/07 ) It is the purpose of this policy to provide guidance to police officers when dealing with suspected mentally ill persons. Mental illness can be defined as any of various conditions characterized by impairment of an individual’s normal cognitive, emotional or behavioral functioning and caused by social, psychological, biochemical, genetic or other factors, such as inf ection or head trauma. See W&I Code § 5150 et sequential.
